A so-called Porteur, a carrier for mounting on the front fork. On this carrier the newsboys used to deliver the newspapers to the kiosk in Paris, sometimes carrying a load of 15 kilos.  Designed for 700C bicycles but will fit a 650B randonneur as well with a minor adaptation (see photo).
